Date: 2007-03-29 04:15 pm (UTC)While vehicular separation could be used to the same effect (and is used in some other european countries), this is only of use in certain situations (ie. motorways) where there is little probability of perpendicular traffic (ie things running out into the road).
Even if we were just talking accidents caused by freak occurences with everyone of equal capability of driving, accidents are still going to happen. In these situations a lower speed is less likely to be lethal, just because of the whole momentum-exchange-of-kinetic-energy-deal. Which when you're talking about suburban roads with children etc. is the real concern.
The DSA certifies only that people are safe to drive at nationally agreed legal speeds. Even then I think it's only about 8% of driving students that are sufficiently skilled to pass on their first attempt. You can't raise a bar because some exceptional people would be able to exceed that speed safely, as you're mixing road users together in a single road network.

Date: 2007-03-29 04:21 pm (UTC)It's just I disagree with the prevailing attitude towards speed that means that even if it's a deserted motorway, the speed limit is still 70mph.
I'd love to see an advanced driving course which meant that you didn't automatically get prosecuted for excess speed.. but I think that would just be too much of a headache for the govt to implement.
